How the lottery should work

The lottery should work like this:

1. Rank every team by pre-lottery rankings.
2. Roll a die for each team. Add that number to the team's
ranking.
3. Where there are ties, roll again for tie breakers, keeping all
the tied teams together.

Nobody moves a long ways. Being the worst team in the playoffs or
the best team out of the playoffs is about the same.

Can I ask why?? Why not have it like the NFL where the worst team gets
the 1st pick

The NFL doesn't have a lottery.

The NBA started one when teams admitted to tanking it to get the
lottery pick. The lottery was designed to make the reward for tanking
it less sure.

Which also makes sense because having that one franchise player can make so
much more of a difference in the NBA versus the NFL. So that top pick is
often much more coveted. Like when the league rigged the lottery to give
the Knicks Patrick Ewing. Damn, our division just got much tougher with the
Blazers and Sonics getting the two franchise guys in this year's lottery.
